Netorian provides Systems and Network architecture services for our Customers. Our engineers develop DoDAF Architecture products (for DoD Customers specifically) and functional architecture products for our Customers for inclusion in larger technical documentation and for use in the Systems Engineering process. Our talented engineers support transmission systems, tactical and commercial, complex routed IP networks, implementation of leading edge technologies into legacy environments, and create novel methods for standardizing technology insertion integration for our Customers.
Netorian provides field and classroom training in support of the Army’s fielding of Capability Set Networks to its premier BCT and DIV formations. We develop the Program of Instruction (POI) and deliver the classroom and field-based training classes, teaching tactical Units how to use and maintain their System of Systems network. Additionally, Netorian engineers have developed a quick reference guide (QRG) for soldiers to keep with them at all times, designed to fit into ACU leg or shoulder pockets for convenience and to encourage soldiers to use the QRG.

Another core strength of Netorian is providing highly skilled field engineers to perform a wide range of tasks for our customers ranging from coordination and execution of validation exercises to integrating new tech in the field for a DOTMLPF assessment or early technical evaluation. Our field engineers work in CONUS and OCONUS environments, both in Home Station or Exercise environments and in Deployed environments, shoulder to shoulder with the soldiers they support.

Netorian provides SME support for all aspects of Cyber defense for both Military and Civilian environments. We have supported the development of commercial and DoD PKI infrastructures and implemented network-based defense and host-based defense, leading the Army’s policy development for HBSS implementation, training ASCCs and Unit S6/G6 staff on HBSS architecture, configuration, and troubleshooting. Our engineers work with traditional and leading edge Computer and Network Defense technologies ranging from IPSs and Firewalls to intelligent deep packet inspectors and network forensics.

In 2002, the Chief of Naval Operations (CNO) promulgated Seapower 21. Seapower 21 provides a framework to align, organize and integrate the U.S. Navy to meet the wide variety of challenges that lie ahead. The CNO called upon the entire Navy to find ways to become more efficient and effective. To meet Seapower 21 objectives and to increase efficiency, the NAVSEA Warfare Centers established the Seaport Enhanced (Seaport-e) Multiple Award Contract (MAC) vehicle, using a web-based, e-business procurement Portal, to facilitate performance-based service acquisition, leverage buying power, improve business intelligence and reduce cycle time. In October 2004, the Virtual SYSCOM Commanders formalized an agreement to expand the ordering community of Seaport-e to include all Virtual SYSCOM activities and to leverage the success of SeaPort-e in achieving the aforementioned objectives across the Virtual SYSCOM. Additionally, other activities, including the Military Sealift Command, Strategic Systems Programs, Office of Naval Research, and the United States Marine Corps have chosen to use SeaPort Enhanced.

Scope of Contracts

To provide services in response to task orders issued under this contract by the Naval Sea Systems Command, Naval Air Systems Command, Space and Naval Warfare Systems Command, Naval Supply Systems Command, Military Sealift Command, Naval Facilities Command, Strategic Systems Programs, Office of Naval Research, and the United States Marine Corps that potentially span the entire spectrum of mission areas supported by the activities and technical capabilities that comprise the various ordering offices, as well as provide professional support services to the overall Navy, and Marine Corps organizations. Services within the functional areas, identified at, may be performed under this contract for new product areas, programs, or missions, which are assigned to these activities during the life of the contract. Quality Assurance

Netorian has a history of providing high quality deliverables to our Customers, and our quality management plan will establish the processes that we will employ to monitor and maximize quality on SeaPort-e.

The task order managers and the program manager will form the SeaPort-e quality control team. This team will review all SeaPort-e deliverables prior to delivery to the Customer to ensure effective and consistent quality. The team will record metrics on defects found before and after delivery to the Customer, and as a part of continuous improvement, will perform analyses to determine the modifications to work processes, quality control processes, or other processes, needed in order to improve the quality of our deliverables to the Customer. Any process modifications implemented will be monitored to measure their effectiveness. In addition, Netorian will provide a quarterly customer satisfaction survey to all of Customers under SeaPort-e. We will use the results to make any changes necessary to improve our support and quality.

As the prime contractor, Netorian accepts full responsibility for the quality of all deliverables produced by our teammates; and therefore, in accordance with our subcontract management plan, as a part of our subcontract agreements, our teammates will be required to adhere to our SeaPort-e quality management plan.
